User Rule for a Supplier

Set a rule for a user which will apply a certain supplier with its rules to the invoice submitted by the user no matter the supplier on the invoice.

Say we have two users on Dext. and we have 20 suppliers. can we allow each user to authorize only a certain number of suppliers?
