Allow client users to initiate messages from the Web App

The Customer would like to see the option for Item Messaging for Admin users in PPC accounts so they can also send such messages to users.

Is it possible to have Messaging without downloading the mobile app? When we message a client in Dext, they are usually using the web app and do not get the notification.

The message feature should be available for all admin users to initiate a message, not just bookkeeper to client. In our situation it would be extremely beneficial as the processing of expense reports is split between us and the client
