Add default tax rate option for Xero integration
We want to be able to select 'No VAT' across the whole account when integrated with Xero, currently there is only the publishing tax data option and it makes things much harder than needed.

For Xero-integrated accounts, you can now use default tax settings to apply a tax rate across all documents. If you’d like more control, you can also set up supplier rules to apply specific tax rates based on your preferences.
